I think you're seeing some really old XP boot code coming back to haunt the new install. This is more of what we've seen since release with Upgrade version being corrupted by previous OS's, some of which date back so far the disk is effectively a junkyard. NTLDR is a file only used to boot XP for example. There may be an old XP System partition on the disk that has had the Active flag switched to it and is trying to boot, or the code might have merely survived formatting since it's only wiped by Diskpart Clean Command.
Unplug any other drive and try booting again. If none other, you can download Partition Wizard CD,

If you have a genuine bootable XP isntallation CD, you can get the file from there.
Since most people do not have a genuine bootable XP installation CD, so you need an idea and a method to replace then file without a genuine bootable XP installation CD.
If you do not have a genuine bootable XP installation CD, I would locate a replacement file on a working system or download it, copy it to a USB device or floppy disk and then just use the Recovery Console to replace the missing file and be on your way.

Put the ntldr file on a USB device or floppy, boot your system on a Recovery Console CD or a Hiren's boot CD you can make (no XP media required for either) and just copy the missing file to your system and still be on your way.

Was the issue preceded by a power interruption, aborted restart, or improper shutdown? (this includes plug pulling, power buttons, removing the battery, etc.)
